the 8 Dec 2010 ann clearly states the resrve estimate was being written at that time (in December).

"Are they serious about still waiting for the report?"

To answer that I think you need to line it up against their other recent statement;

"And we can do all of this without going out and doing a big capital raising"

The CEO was under no pressure in the interview to make that statement. Clearly the cr was being planned at that time and almost certainly, the plan was hatched in December.

There is no doubt Hartleys have seen the December reserve estimate and that is why they will take up the shortfall.
