IMHO critical issue has been what value fee is reasonable for fibre-owner-ISP to charge not-fibre-owner-ISP ?
If this had been (a) determined, and (b) accepted, then most of our current debate not need to happen.
End of day, it remains the essential issue !
The NBN is just another major fibre-owner-ISP which government is creating as monopoly which "promised" when established to only be wholesaler - since revised, at a "reasonable" charge - still to be determined.
They need concentrate for a while on getting fibre to the nodes at end of each street, then to each building.
