millways yes i did and yes the hansard you posted was quoted extensively by both sides, blind freddy of course can see the difference between the pancon case which predicated the amendments and the shovelana situation In fact parliament in considering whether the discretion should be placed in the act said they did not want it unfettered and on reasonable grounds meant that a court could review the decision if there was a bodgy minister and or government
