Pinto, Its a very tough choice but which is greater; 1) The right of the criminally insane child to live in society, or 2) The right to life of those he will probably go on to hurt?
Sadly I think we made a mistake in closing the homes for the insane rather than reforming them into kind and safe places. It is common to see obviously mentally handicapped people living unpleasantly, undignified and dangerously on our city streets. This is not kind to them, society or their potential victims.
