"I'm suggesting locking away and not letting out with specialist care."

From personal experience I couldn't agree more, Pinto. When I was a kid of 9 years old in the year of 64 one of my friends and I were kidnapped by a knife wielding nut-job. I won't bore you with the brutal details, lest to say that one of us managed to escape to summon help and then lead the police in the hunt for his friend; rescuing him just as the nutjobs knife was drawing blood across the remaining kids throat. A 2km, on-foot chase through the suburban bush followed; culminating in the nut-jobs capture.
As I recall, my father told me sometime later that he had heard from the police of whom informed him that said nut-job had a history of cutting up young women; now presumably having progressed to children. I don't know what happened from there, given I was never visited by the police nor summoned to court, and there was no media coverage that I was aware of. But I had always wondered why a young man of circa 20 years old (the nut-job) with a known criminal history of knife attacks, and an obvious mental disorder was free to roam at will and choose soft targets.

OUTRAGIOUS! - clearly, people of that ilk should be permanently removed from society and placed in a mental institution. Permanently because no one could ever trust by evaluation that said mentally disturbed knife slasher of women and children is cured, given such people are often endowed with rat cunning.
