The difficulty here is that Simon or the govt reps have to negotiate with people who maybe think that the almighty dollar is not the be all and end all. Maybe clean air, fresh water and subsistence living does it for them.
What can you offer them if they are happy to live as they have for centuries and all they see is a threat to their environment?
