I think the message they are trying to give is locals come first. By saying suspended until locals are onside, the balance shifts clearly to locals and away from KGL. We know who is calling the shots and it's not Simon. That is the negative implication.
It makes sense for the government. It's been their stance for awhile. Their are constantly calls for new election and such. It's a popularity contest. Don't burn the locals(ie voters). Julia could learn from them.
