My understanding is that the delay with landowners has nothing to do with the environment. Apparently there are some controlling individuals and community leaders who see their control over the local population being erroded if the project goes ahead.

Its only the Government who can control that type of situation and it seems reluctant to take necessary action. Hense they leave it up to KGL to resolve.

If the job was easy KGL would have solved the problem many months ago. One wonders if the problem can ever be resolved. Power and ego are very large assets in that part of the world. Apparently an extra bag of coal just doesnt deliver the outcome KGL would like.
