IMO your assessment as to the DD & Rudd's ETS are probably correct. As with plots on 'Spooks' we may never really know what was going on inside Labor throughout Rudd's ETS legislation going before Parliament.

Even Julia Gillard is saying that a carbon tax is not as good as an ETS - she tried to sell it as the first step to that end.

As per my other posts I also object to more & ever-higher taxes. IMO it's time to stop the subsidies, indefensible spending etc. & use to that funding much more sustainably, productively & equitably.
