Your right it is to the Minister, but he would have FA to do with the reviews in 99% of the appeals. It is all reviewed by Bureaucrats in the back round and they make a recommendation to the Minister, who then agrees with or rejects the recommendation based on political fallout.
My hope is that as the Minister is aware of the significance of Chalices discovery going from his previous conversations with the green groups. He moves to dismiss outright irrespective of the recommendation.
