If he wants it he can get that much and perhaps more. Then he can cause a short squeeze, shoot the stock price upward, and even possibly then sell some and not just retain the percentage he wanted but have paid for it by profits from the squeeze. He is "big enough" to use strategies normally just in the realm of big banks and investment funds.
