1. He can buy provided he is not sitting on 'insider information'. that is defined
2. The window is one month not 6 weeks
3. He didn't answer the question - has a large holding and tapped out is non-commital
4. There are rules around buying/selling he cannot pre-announce intention or post-announce prior to a 3Y released to market
