From what he told me this afternoon plus what I have read about his industry background, I gather he has been planning this move for some time and in broad terms has a pretty good idea on what needs to be done. Obviously he probably does not know the exact $ costs though I gained the impression he would probably run a leaner ship than the current management.

Firsova is probably right in her assessment that Boon thinks the work he and his team have done to date will turn the ship around though I agree with Andrew Price when he suggested the review process is unnecessary and quicker action is needed. Given the risks of the banks pulling the rug away, management's weak response to the PE proposal and the constant stream of bad news, I suspect it is time for a new broom.
