Could I please refer you to 'Yes Minister' the episode where they have a hospital with 600 staff who are worked to the bone but the hospital has no patients because they're too busy administering what it is they administer to take on more work.

That is being played out in real life, just ask hospitals in NE Vic, at least one looks like closing, Mansfield Distract hospital. Albury Wodonga hospital is a basket case and looks like having funding scrapped from Vic govt.
