@zipperlip; issues with A-W Health pre-date even Daniel Andrews's government and were never limited to buildings and equipment, albeit they get most of the attention in the media. Gillard's Govt agreed to fund a desperately needed regional Oncology Unit on the site of the Albury Hospital and it was completed in 2016.
In mid 2020 Covid was ripping through communities long before Morrison's government delivered A-Z vaccines. The situation in Albury-Wodonga was greatly exacerbated by the NSW Liberal Party's decision to close the NSW-Vic border to prevent Victorian's being able to cross into NSW.
For the A-W Hospital system that decision created huge issues ranging from 5kms long traffic jams at the crossing to long delays for ambulance services and shambolic triaging of patients of which I was one who had to be moved from Wodonga [no beds available] to Albury [out after three days].
The impact on 'elective surgeries' of Covid processes / pressures was profound and the backlog still remains a problem - not just because of buildings and equipment though!
