@Dave R; there's a world of difference between Victoria's largest urban centre and those in Queensland. For its size, Victoria is also Australia's most densely populated state, almost three times that of NSW.
By any standards, the Melbourne-Geelong conurbation is of world significance and growing at a rate which will soon see Melbourne surpass Sydney as Australia's largest urban centre.
Chadstone Shopping Centre in Melbourne is absolutely massive with hundreds of retailers - it's an example of one of the challenges a Premier like Andrews has to manage since at any point in time many thousands of people are locked up together inside.
