he federal government is responsible for the funding and and oversight of the aged care system throughout Australia
Thats why the royal commission into aged care is federal and not an individual state set up

In Victoria the system has collapsed and the state government is having to bale the Federal government out.
The system has failed in no small part because of the casualisation of employees a policy encouraged by the hard right of the liberal party , Being casual in order to get a living wage employees have been working at more than one aged care centre carrying probably unknowingly sprerading contamination between one place and another.
So in order to staff the aged care centres Sco Mo has had to ask Dan to get him out of a hole by stopping operations to release more staff. I bet the staff are really concerned that they are being moved to an even higher risk enviroment.

In 2016-2017 the federal government government ceased indexing aged care payments and it has been all down hill since then . It is now apparent that this was a false economy as the amount having to be spent on people who have covid 19 is many times greater than that which was saved My mother recently died in a nursing home after 4 and a half years I consider that her standard of care was good but not what it could have been .It was quite apparent that staffing was inadequate .
