    A couple of points from the Act.
    "3‑4 Responsibilities of approved providers (Chapter 4)
    Approved providers have certain responsibilities under Chapter 4. These responsibilities relate to: (a) the quality of care they provide; and (b) user rights for the people to whom care is provided; and (c) accountability for the care that is provided, and the basic suitability of their *key personnel .Failure to meet these responsibilities can lead to the imposition of sanctions on an approved provider under Part 7B of the *Quality and Safety Commission Act, which may affect amounts of *subsidy payable to the approved provider."
    The Federal Government is not responsible for the day to day running of Aged Care facilities
    Under the Act approved providers are accountable.

    And since it appears you are an expert on all things Aged Care you would know that it is through the accreditation process that the Federal Government under the Act you posted can reduce or even cease funding if the provider is not operating correctly under the Act.
    This is where the responsibilities of the Federal Government occur, purely from a funding perspective.
    Anything that occurs operationally within an Aged Care facility whether good or bad is the responsibility of the approved provider as outlined in the Act.

    Also as an aside which I did find interesting is this little snippet from the Act.
    ‑2 Binding the Crown (2) This Act does not make the Crown liable to be prosecuted for an offence.
