We bailed out Cain/Kirner 30 odd years ago. What assets the state had left, Andrews has recently sold. Roughly $2000.00 per Victorian per year in interest. Mum and Dad with 3 kids and that is $10,000.00.per annum in interest to service Andrew's debt. Then add his new taxes and charges to this impost. The Federal Government will have to take over in Victoria, the same as the CBA then owned by the Australian Government took over the Victorian State Bank back in the 1990's
