I don't think you can draw conclusions from a direct comparison of Nat and Greens primary votes. The Nats focus their efforts on just a dozen or so State seats where they have a good chance of actually winning. I think they also avoid going up against Libs and splitting the "coalition vote". The Greens spread their candidates thinly across all, or nearly all, electorates. The Greens primary vote is therefore spread across the whole State or country. In fact they only spend significant campaign dollars and people in the electorates where they have a decent chance of coming second on the Primary count. The Greens do use their presence on the ground to push their upper house candidates (and have done very well there this election).
