The message to not wear a mask early on was clearly an attempt to save the available masks for front line health workers. They've shot themselves in the foot a bit by changing message, they really need to come out and say why they started out telling people not to wear them. I think the original message was right myself and I don't have a problem with the change but if they want people to follow the new rules they have to be honest about why they were initially dishonest
