@trashcansinatra; Andrews has already indicated that all will soon be revealed - that after having detailed agreements with Chinese education authorities for a resumption of Chinese students coming to Victorian universities after Coalition outbursts saw them terminated.
Andrews' comment following the Aston by-election provides some insights though as he regurgitated internal Liberal Party research that found voters perceive the Liberal Party as incompetent nasty bigots. It may well have been timed to coincide with the last week of the by-election and to highlight to Australians of Chinese origins that Labor does not share the Liberals' 'Yellow Peril' assessment of them.
Re not inviting the media to China, why on Earth would Andrews have taken Murdoch Mouthpieces to China? They'd have run the risk of being held by Chinese authorities on charges of spying and sedition. They almost certainly would have completely misrepresented every aspect of Andrews' interactions with Chinese authorities and possibly further damaged Victoria's relationship with China that was so badly damaged by Morrison, Payne and Dutton.
