The situation Victoria finds itself in can be traced back to one simple exercise and a catastrophic one at that leading to the largest numbers of deaths in the country. The Andrews government awarding no hoppers the initial contract to manage hotel quarantine. No other state refused the armys help in dealing with this. No other state has had as many Covid deaths. No other state had as many shut-downs. No other state is upto its eye balls in debt.
