It's a bit like skype, viber or any other OTT Kerryman.
The app has to be running or how else will they be able to connect to the network ? Without the app WP is forced to use the teleco's pipes as voice call so they have to be charging or you will see our SP really start to go south !
I take your point but. It would make sense in my mind to have the app set to load whenever the phone is turned on but perhaps there may be rules against this setup or I imagine every app developer would do it.
