I dont think the Boat people are aiming to get to christmas Island rather they are attempting to get to mainland Australia, why would they aim to head straight for a detention centre ? Christmas Island is simply the first land they see coming from Indonesia
I agree with Sofiya, if the laws were strict enough the a la JWH the boats would not set out in the first place and therefore the tragedy could not have occurred.
