I will use my own ridiculous analogy to answer the equally ridiculous above statement. If Julia is to blame then successive govts are responsible for all the road deaths because they funded the road system. Etc.
Things to consider:
(1) How many boat people have died not reaching these shores? Probably heaps.
(2) How many boat people have died not being able to get out of a war torn country or country of persecution? Probably heaps.
(3) How many boats were actually stopped (ie not diverted to another country) by John Howard? Probably not many. Problem was merely swept under the carpet.
People smuggling is like the drug trade, no matter what penalties & measures one implements, it will continue unabated.
