There are "religious" cults who shouldn't qualify as merely religious institutions because they are actually political states:
e.g. Roman Catholics have their own political Vatican state, Islamic and Jewish nations are religious political states and because of this they could be considered as seditious to the Australian state when criticising govt policy.
Nationless jiggerypockery like Protestantism does not seem to demonstrate a desire for a political state of its own.
