That was my initial interpretation of the last sentence, however:
1. It says HAVE been, it is likely those negotiations have ceased
2. The DMR would have imposed this on A. They would be simply complying with DMR to keep themselves in the game
3. Anglo would regard a satisfactory "commercial solution" as "you give us the farms"
All IMHO and i hope I'm wrong.
