I suspect you may not understand the cost of enterprise IT development (let alone time to deliver). How many utility companies would need to implement this?
I suspect the best solution would be for the government (at some stage), via ATO have the ability to indicate Yes/No eligibility of such grants on the basis of business rules applied to that particular grant.
And then provide access to a utility (for example) to interrogate that availabiliity.
Which in itself would be a very big piece of work.
