Uhh.. I've got some issues with this article.
Firstly, it reads like a newspaper piece.
It doesn't actually tell us when these statistics are from:
"It reported 97 in April compared with 122 in April 1999"
    April what year?

    Secondly,
"In the absence of official figures, the Jerusalem Post surveyed non-profit making Jewish burial societies"
It's hard to base assumptions when they don't actually have official figures.

    Thirdly,
It's reasonable to assume the more surgeries that occur, the more deaths occur.
Let's say for instance that 1 death occurs in 10,000 surgeries.
Now let's go by the articles statement "Since then, hundreds of thousands of visits to outpatient clinics have been cancelled or postponed along with tens of thousands of elective operations"
This of course means that the number of deaths will drop.
But that also means there are going to be a drop in the tens of thousands of operations.

How many deaths occurred because of the strike?

    Finally, and most importantly:
" The society handles 55% of all deaths in the Jerusalem metropolitan area. Last April, there were only 130 deaths compared with 150 or more in previous Aprils. “I can't explain why,” said Mr Shahor."

The society handles just over half the deaths.
In 2011, 3,417 people died in Jerusalem.
A 20-50 death change in one month is hardly statistical proof, considering the state of unrest the area resides in.

There is always a risk in undergoing surgery, but statistically, they do waaay more good than harm.
