We put a punitive tax on cigarettes and alcohol as there is a cost to society from their use. There is also a cost to society from muppets who destroy herd immunity and act as disease carriers due to being unvaccinated. These people put other children at risk of death and disability. Frankly, turning off the welfare tap doesn't go far enough. They should be excluded from public schools until they are vaccinated.
