A near term capital raise was inevitable as the company was low on funds due to previous mismanagement. A 5c raise isn't ideal however it's probably a good thing it wasn't available to retail investors.

I'm still holding because things should improve from here. There should be ongoing funding from the US Govt for the exploration of counter mine measures at the very least. I still remain optimistic with the new CEOs direction but I don't expect too much from the upcoming 4c. Individual sales were not their focus, restructuring was and the foundations are still being put in place.
