I hope not.
Every single share consolidation I have been through has just given the company a new increased and higher share price to allow them to continue issuing shares and drive it back into the ground.
The only way a consolidation is good is if the company is making positive revenue and they want to attract new investors at a more attractive price.
But then if a company is making revenue they can always just do share buybacks instead of dividends that makes the price go up.
