In simple term, by raising fund through CR is a lot cheaper for company. It is very costly to raise through SPP. If it is a much larger amount, it may be worth doing that way. Don't forgot that the cost of raising fund through SPP is around 10% of the fund raised plus other share right offer as well. Definitely not an option for raising $1.5m.
