Probably because the nature of the dispute is that ROG say they are able to choose which wells they participate in and which they don't whereas in Central's opinion, they are required to participate in all of them (including the Oil and Gas targets that ROG says it's not interested in).
There is lots of history about this on the threads but in the end, it is still an ongoing dispute and may take some time to resolve (including potentially a court hearing or three). It will be interesting to see whether ROG announces the spud of O2.
Even so, it's good to see the Phase 2 drilling program underway and nice to think that if things go really well, we might just stop drilling at 1200m and have a gas producer.
