Nothing strange about it, the announcement says within 65days so they will place the stock as they need it, & no there not unloading shares, your right they have not updated there substantial holdings which is not uncommon as there is also substantial holders in the top20 that have decreased due to dilution & have not submitted there change in substantial holdings, but if you go to the SIH website Summit shareholding % has increased from roughly 9% to 13% after the exercise of options went through, as for the comment about placement fee i dont think there is a fee as there is no mention of it in the placment announcement.
