This in no way reeks of desperation.
Also the precedent has been set with repatriating money from Angola - the last ~ $5m was received pretty quickly.
A big chunk of this raise is slated for Lulo kimberlite exploration at Lulo - presumably reducing the amount of cash to be repatriated from Angola.
