    They get a $12 million refund from the ATO.

    In the following year they spend that $12 million, along with other money they get from government grants and cheap loans, and put that into developing the next stage as well.

    They then total the whole amount and apply for another tax refund.

    That adds up to a whole lot of incentive as far as I can see.
