From what I can gather, had CWE put there money toward expanding PWEP, by just adding more Ceto 5 bouys to the existing array, they would not have qualified for this refund.  

Likewise, if they had built another array in Australia with the same technology, they would not have got it either.

As the incentive is based on R & D, they will continue to receive the incentive while ever they improving the technology.

By the time they get to where they want to be in developing the technology, other commercial financing arrangements will take over.
