As @sumone117 said, the simple answer is no. It's a rights issue so you will be entitled to buy new shares with the attached options based on your current shareholding. If you have 0 shares, your entitlement is 0. Watch out for the ex-entitlement date when the rights issue is announced. If you're really keen, you may want to purchase some shares prior to the ex date.
