Usually in this scenario you'd drill 6" hole first and then perform flow tests. 6" hole section could be tested "barefoot" or after running a liner...possibly slotted. Once that section is tested they'd plug back the 6" section and perforate and test through 7" liner. If well is to be retained as a production well the 6" section would be plugged back via a temporary plug.
