on what basis do you say money will be recovered? i believe the project was completed more than 6 months ago so surely it there was contractual entitlement they would be paid.
everything is built according to a set of designs so the quantities are verifyable. Accrued revenue is a worry, if they had entitlement they should have a claim / invoiced the amounts.
my concern is that there are other projects which may not be performing as well?
i supose none of us actually know- so time will tell if the reaction was extreme or not.
