Agreed. However the question was in regard to if things get really bad. So my answer is based upon the assumption that self isolation and personal hygiene etc. have not contained the virus.
In regard to your comment there is absolutely no legal basis to force the closure of public venues etc. in my opinion you are wrong. I suggest you do a bit more research there. Here is just once article... but go to the government websites to read policy.
