should add - no-one and i mean no-one expected the clearing and drilling license to be rejected by the icmbio in the first place

ctm have never previosuly had a c&d license rejected (in the carajas/para state, albeit only 3 prior projects drilled there - serra misteriosa, pebas and itapitanga), nor did avb, in 10 years of drilling the carajas

none of avb's or ctm's drilling has been previously undertaken in a national forest in the carajas/para state

icmbio are responsible for assessing c&d license applications in national forest areas, another entity is reposnsible for assessing c&d license applications elsewhere in the carajas/para state, eg at itapitanga

so it is there first dealings with the icmbio beauracracy - lessons learned
