yeah available for chinese companies only and it did have an impact overall. It won't do much long term i reckon. Its just causing a little bit of fear in people overall. China already annouced a little while back that they want to start capping the price because of the lithium price rocketing sky high. Still won't satiate the demand globally tbh so it won't hold up.
