I think to access the money “ matched funding “ they had to raise the $3.5 million.
shouldn’t have done it this way as a minimum Placement and investor Capital Raise at market OR debt would’ve made more sense given recent announcements or wait to access the money.
Capital Management has been atrocious which is why we are now a penny speccy.
