Agreed most Niobium comes from there, but being based in the same country doesn't automatically mean anyone who starts up a Niobium mine there somehow knows how to do it.
SUM will need to recruit experienced persons from existing mines to get that knowledge.... the very same thing ENR & WA1 would do.
