I doubt that there is the capacity in Australia to build a welded steel pipeline several hundred kilometers long in much less than two years. Then there is the survey and design which will need to be completed, at least to a preliminary stage, before construction can start. Welded steel pipelines require welders of the highest standard who must complete a practical test before employment. They are pretty scarce in Australia and cannot be trained in the short term.
