Can anyone find where in states that NOR are managing Sparks Landline VM (surprisingly they charge $10 a month)? I remember reading this but can't find it anywhere...
maybe the play looks something like this:

Meta mobile VM (or combo of Meta/Nor)
NOR OTT VM
VM completely covered for the telco.....
