Regarding the failed SP rise today, and the next rise whenever it may come (or not), such rises should be heeded with caution because they are never sustained by incompetent companies. Therefore even if the SP was to close 25 or 50 percent higher today, it should not be viewed as some kind of victory because price is likely to crash again in the following days or weeks.
I posted recently about NOR's chart; exhibiting a long term downtrend, with short term rises, which are not sustained. This was not some mere chart observation, but rather it indicates NOR's inability to properly capitalise on opportunities and produce lasting success. Professional analysts often view SP rises for these types of companies as 'selling opportunities'.
In like manner a telco announcement or similar should not be viewed by holders as some kind of certain victory. It's not just an announcement holders need, they need the improved business metrics to follow. Otherwise it'll be the same; a pump on announcement day, and a crash days or weeks later.
